Although there is a good time gap between both bikes which is a bit unfair, the 1992 TZ250 does really well on the top end missing out by only a few hp, however peak Hp doesn't get you out of corners quickly.
 

The RS250 Honda has had the long drive through the 1990s gaining more top end as the years progressed.  The RS250 makes it obvious why it's so quick on circuit, never mind the 1000rpm worth of over 70hp, the 4000rpm's worth of strong torque band makes it very easy to get the power down out of corners.
